Introduction
The purpose of these rules is the presentation of guidelines and suggested courses of action, which will contribute to the uniform, fair and consistent treatment of all employees. These rules do not pretend to be a substitute for good judgment and discretion; neither is it a set of magic resolutions to all personnel situations.
Therefore, these guidelines are not intended to serve as neither a contract of employment nor an agreement of employment for a definite or indefinite period of time. Management reserves the right at all times to take any action deemed to be in the best interest of the City.
If a conflict occurs between these rules and the actual intention of the rules, the Director of Human Resources will be the individual for the final interpretation.
