    1. Purpose:
    2. The purpose of eligibility lists is to have on record the names of persons eligible for appointment.

    3. Types of Eligibility Lists:

     

  1. Re-employment: A general re-employment list for Police Officers will be maintained by the Department of Human Resources. A City-wide general employee re-employment list, excluding contract employees, will also be maintained by the Department of Human Resources. These lists will include the names of persons who were employees in good standing. The names of employees who have been laid off from positions will also be placed on the re-employment list. These lists will include name of employee, date of layoff or termination and position.

  3. Time Limit: No name will remain on an eligibility list for more than six (6) months unless approved by the Chief of Police and/or Director of Human Resources as provided for in this Rule.

  5. Promotion: A Promotional list for Police Officers only will be maintained by the Chief of Police. This list will include only those persons who have achieved passing scores on any and all applicable examinations. The names of the eligible persons will be listed in order of the score received.

  7. Entrance (Competitive): The Chief of Police will maintain an Entrance list for Police Officers only. This list will be compiled on the basis of open competitive examinations. This list will include only those persons who qualify by meeting the minimum requirements as determined by the Chief of Police. Names will be listed in alphabetical order.

  9. Inspection and Publication of Lists: Eligibility lists will be open for public inspection at the Police Department for Police Officers and the Department of Human Resources for General employees

  11. Removal from Police Officer Eligibility List: The Chief of Police retains the right to remove any name from the Police Officer eligibility list. The person so removed may be reinstated to the list at any time at the Chief of Police’s sole discretion.

  13. Certification of Police Officer Eligibility Lists: Police Officer Eligibility lists will become effective only upon action by the Chief of Police certifying that the list is valid and accurately represents persons whose names appear thereon.

Notification of Police Officer Eligibility: When a person whose name appears on an Police Officer eligibility list is certified for a specific grade or class, written notices directing the person certified to report for an interview with the Chief of Police will be mailed to the last known address.

  17. Limitation of Selection from Police Officer Eligibility List: No person will be certified and included on an Police Officer Eligibility list by the Police Oral Board more than three (3) times.

  19. Removal from Police Officer Eligibility List: The Chief of Police with the approval of the Department of Human Resources may remove the names of candidates from the Police Officer Eligibility List who have been passed over three (3) or more times.

       

    1. Combining of Lists:

If it becomes necessary to administer additional or separate examinations to obtain eligible candidates for either or both the Police Officer Entrance or Promotional Eligibility Lists, the Department of Human Resources may combine the existing list with a new list for the same class by incorporating names still eligible to remain or be placed on a list.

       

    3. Selection:

     

  1. Appointment: When more than one (1) Police Officer list exists from which an appointment may be made, the Chief of Police may request that the certification be made from either of such lists or that such lists be combined and the certification made from the combined lists.

  3. Promotion: The Chief of Police may request additional lists if it is determined in his/her sole discretion that the initial list of candidates lack the required skills, abilities or knowledge to satisfactorily qualify for promotion.
  4. Discretion and Authority: At all times, the Chief of Police has the sole discretion to request additional eligibility lists and/or candidates for the Chief of Police’s consideration for any and all Civil Service positions. The Chief of Police’s selection decision will be final and binding.

       

    1. Re-employment Eligibility List:

When a Police Officer or General employee has separated from employment in good standing, as determined by the City, the employee’s name will be placed on the re-employment list provided the employee meets the minimum requirements as determined by the City.

A Police Officer or General employee may be re-employed within six (6) months from the date of separation. If an employee has been separated for more than six (6) months and has not been re-employed, the employee’s name will be removed from the list. The Director of Human Resources and/or the Chief of Police must approve any re-employment.
